Commander of the Special Coordination Service for Recovery and Resilience Facility (RRF)

Orestis Kavalakis assumed the duties of Secretary General of Private Investments & PPPs in September 2020. His responsibilities included private and strategic investments as well as Public-Private Partnerships (PPPs). Since the day he took office, 31 projects with a budget of 5 billion euros have been approved by the PPPs Inter-ministerial Committee. In addition, 31 strategic investments, with a budget of 7.5 billion euros, have been approved to date by the Inter-ministerial Committee for Strategic Investments in a number of sectors of the economy. At the same time, during his term, important legislative initiatives took place both in the context of strategies and private investments with the passing of a new institutional framework (Law 4864/2021 on strategic investments and Law 4887/2022 new development law) and the acceleration and simplification of the administrative process of implementing investments.

He has served as Chairman of the Strategic Investments Coordination Committee, Chairman of the Central Management Council for the Utilization of Public Property, member of the Ministerial Committee for the Monitoring and Development of Ports, member of the Investment Committee of the Entrepreneurship Fund II, member of the Investment Committee of Infrastructure Fund.

Prior to his appointment, he was a special advisor to the Deputy Minister of Development & Investments, responsible for industry, trade and consumer protection. During his tenure, he successfully handled large investment projects, such as Elliniko, Elefsina Shipyards, etc.

Mr. Kavalakis is a lawyer, a graduate of the National Kapodistrian University of Athens as well as the Queen Mary & Westfield College of the University of London, with extensive experience in commercial law, corporate restructuring and insolvency proceedings, while he has served as a compliance officer in a large international company consultants.

He established his law firm Kavalakis & Associates in 2013, which specializes in civil, commercial, corporate and labor law, among others.
